涂建军应邀参加COP30可再生能源助力全球低碳发展边会

当地时间11月13日,在巴西贝伦举办的《联合国气候变化框架公约》第三十次缔约方大会(COP30)期间,由中国能源研究会可再生能源专业委员会、中国投资协会与深圳市一个地球自然基金会联合主办的“气候变化背景下可再生能源推动全球低碳发展”边会,在蓝区成功召开

本次边会汇聚国际组织、研究机构、重点行业企业代表,围绕可再生能源生产与消费协同、技术创新应用等核心议题展开深入探讨,为全球低碳转型注入新思路。

边会伊始,巴西驻华大使Marcos Galvão(高望)通过视频方式发表致辞。COP30正于亚马逊雨林核心城市贝伦举行,这场大会的核心并非协商,而是落实——需将《巴黎协定》的承诺转化为切实成果,推动贸易、金融与技术发展均与“1.5℃温控目标”保持一致。“对巴西而言,COP30的推进围绕三大重点:强化多边主义与《联合国气候变化框架公约》下的气候治理体系、让气候机制贴近民众现实生活、加快《巴黎协定》落地实施。”高望大使特别提到,可再生能源的全球普及是实现上述目标的重要支撑,巴西正通过“永久热带森林基金”(TFFF)等举措推动生态保护与能源转型协同发展,而中国在可再生能源技术研发与应用领域的经验,将为全球合作提供重要借鉴。他强调:“巴西与中国秉持共同理念——可持续发展与技术进步可协同推进,两国在新能源领域的深入合作,将为发展中国家探索‘公正转型’路径树立典范。”

主旨报告环节,中国能源研究会可再生能源专业委员会国际合作部主任芦丽莎以“可再生能源目标实现促进全球低碳发展”为题,深入分析全球可再生能源发展趋势与减排潜力,提出需通过目标协同、技术创新推动能源系统转型;中国投资协会能源投资专业委员会副会长兼秘书长张杰以“零碳能源与零碳交通”为题,结合绿电直连、新能源汽车产业链实践案例,阐述能源与交通领域融合减碳的路径与潜力;中国21世纪议程管理中心气候变化处处长张贤发布《中国碳中和技术发展路线图》研究成果,从技术研发、标准制定、产业落地三个维度,分享中国推动碳中和的系统性方案;联合国项目事务署IPM 战略计划负责人Samantha Stratton Short则从国际合作视角,呼吁建立“技术共享+资金互助”的跨国机制,助力发展中国家突破可再生能源应用瓶颈。

在圆桌讨论环节,马士基零碳航运中心首席执行官博思敏、洛克美森智能电气有限公司董事长张淼、山东魏桥创业集团高级投资经理卫伊美、晶科拉丁美洲销售部长Miguel Covarrubias Sieber、通威股份有限公司高级销售经理曾明等嘉宾从能源应用端创新展开深度对话。针对“工业领域可再生能源应用比例提升”,嘉宾提出需通过“多能互补系统+能效管理技术”,结合不同行业生产特性定制解决方案;探讨“航空与海运绿色燃料选择”时,与会者一致认为,生物燃料、绿氢等技术的产业化是关键,需加快建立从“原料供应”到“终端应用”的全链条标准体系;谈及“政策机制引导”,嘉宾建议构建“差异化激励+成果导向”的支持政策,平衡能源安全、经济成本与低碳目标;而在“技术创新”层面,嘉宾们强调储能、智能电网及高效转化技术的研发突破,将为可再生能源全场景应用提供核心支撑。对话最后全球风能理事会CEO Ben Backwell和博众智合能源转型中国区总裁涂建军做出点评, 强调了中国具备的产业链优势,多样的可再生能源技术都应该成为全球应对气候变化最有力的支撑;能源转型需要能源生产和消费协同努力,目前电力行业的减碳只是第一步,工业、交通和建筑领域都需要尽快参与其中,共同推动1.5℃目标的实现。

作为COP30期间聚焦可再生能源与低碳发展的重要边会,本次活动为全球各方搭建了交流合作平台,通过分享实践经验、探讨解决方案,进一步凝聚了“生产端与消费端协同推动能源转型”的共识。未来,随着技术创新加速、政策机制完善及国际合作深化,可再生能源将在全球低碳发展中发挥更大作用,为实现《巴黎协定》目标贡献力量。

博众智合能源转型中国区总裁涂建军作总结发言,以下是原文:

Dear distinguished speakers, ladies and gentlemen, good afternoon,

My name is Kevin Tu, I am the Managing Director of Agora Energy China. It was a great pleasure for me to join today’s discussion. Thank you for an inspiring set of presentations and discussions. Today has reminded us that in the first half of 2025, renewables led by solar and wind generated more electricity worldwide than coal, nevertheless, more than 60% of emissions still come from energy use in industry, transport, and buildings. This means the next phase of the energy transition must go far beyond power generation.

In conclusion, allow me to share three brief observations:

1. A full-economy transformation is the foundation of meaningful decarbonization—renewable development in the power industry is only the starting point

Our conversation reaffirmed that renewable energy must be integrated into the parts of the economy where emissions are hardest to reduce. Whether through electrified industrial parks, solar PV+X, green fuels for shipping and aviation, or direct renewable consumption in manufacturing and buildings, the focus ahead is clear: we must connect renewable production with real decarbonization on the demand side.

2. Innovation Needs Policy Partnership

The technological progress showcased today—from solar and wind to storage, hydrogen, and smart systems—is encouraging. But innovation cannot scale without stable policy frameworks. Governments worldwide are now exploring the same issues raised in this event:

  • How to design policies that unlock renewable consumption?
  • How to build integrated energy infrastructure for industry and      transport?
  • How to support emerging green fuels while ensuring      affordability?

Experience from China and other regions shows that clear rules and long-term visibility are critical for industry and investors alike.

In particular, at Agora Energy China, we focus on distribution grid integration of distributed renewables, especially distributed solar PVs. We have worked with IEA, China Electricity Council among other like-minded stakeholders to move China’s renewable deployment agenda forward.

3. Global Cooperation Will Define the Transition

It is especially meaningful to hold this discussion at COP30 in Belém, in a region rich in renewable potential. In addition to China’s international engagement with the West, especially European Union, the Global South—China, Latin America, Africa, South Asia—will shape the speed and scale of the global transition. Strengthening cooperation across these regions, is essential for accelerating progress.

the technologies are here, the economics are favorable, and the world is ready for a deeper phase of renewable-driven decarbonization.
